Csaba Békés, Hungary's Cold War: International Relations from the End of World War II to the Fall of the Soviet Union. Chapel Hill: University of North Carolina Press, 2022. 400 pp. $39.95.Thanks to the Hungarian Archives Act of 1995, which made pre-1990 records accessible to the public, scholars interested in the diplomatic history of the Hungarian Communist regime have rarely been hindered by the so-called 30-year rule.1 Nor have they encountered the sort of bureaucratic obstruction confronting researchers who sought declassification of state security service files.

Taking advantage of these favorable conditions, Hungarian scholars have published an impressive number of in-depth studies of Hungary's Cold War interactions with the USSR (Magdolna Baráth, János M. Rainer), the United States (László Borhi), Great Britain (Gyula Hegedüs, Attila Szörényi), France (Zoltán Garadnai, Gusztáv D. Kecskés), West Germany (Tibor Dömötörfi, Mihály Ruff), Austria (Lajos Gecsényi), Poland (János Tischler), Romania (György Földes, Stefano Bottoni), Yugoslavia (László Ritter, Péter Vukman), the People's Republic of China (Péter Vámos), Japan (Péter Wintermantel), Communist-ruled Vietnam (János Kemény, Zoltán Szőke), Middle Eastern states (Pál Germuska, László J.

Nagy), Cuba (Emőke Horváth, Péter Udvardi), and other countries.Nevertheless, very few authors have endeavored to integrate these diverse findings into a broad yet detailed overview of Hungary's Cold War diplomacy. Békés's book was preceded by two comprehensive monographs, each of which covered a specific phase of the Communist era. László Borhi's Hungary in the Cold War, 1945–1956: Between the United States and the Soviet Union (2004) investigated the period from World War II until the 1956 revolution, and György Földes's Kádár János külpolitikája és nemzetközi tárgyalásai (The Foreign Policy and International Negotiations of János Kádár; 2015) described Hungary's foreign relations from the revolution to the twilight of Communist rule.

Békés's monograph transcends its predecessors not only in a chronological sense (tracing the evolution of Hungary's international relations from the wartime Soviet occupation until the dissolution of the Warsaw Pact) but also in thematic scope and theoretical implications, though it does not illustrate every examined topic with such a wealth of personally unearthed factual details as Borhi's work. Whereas Borhi extensively used both Russian and U.S. archival materials, Békés relies primarily on Hungarian, U.S., and British archival sources, gaining access to Russian documents mainly through the publications and collections of other scholars (such as Vyacheslav Sereda, Mark Kramer, and Aleksandr Stykalin).Compared to Borhi, who consistently maintained a narrow focus on Hungary but reached greater depth in examining, say, the country's involvement in World War II and the impact of Soviet-imposed economic measures, Békés places Hungarian foreign policy into a broader and occasionally comparative East European context to help provide insight into the key questions of the Cold War as such. The contribution he seeks to make to the theoretical literature of the Cold War, such as the observation that the period 1979–1985 should be defined as “standby détente” rather than a “Second Cold War” (p.

268), is primarily based on examples pertinent to Eastern Europe, but he prudently refrains from overstating the region's significance in the development of bipolar competition and confrontation.
