Hyperscale Data Centers and Wind Energy: Cross-Sector Lessons in Siting, Permitting, and Community Opposition

Wind farms and data centers occupy opposite ends of the electricity supply chain, and yet they face similar bottlenecks in terms of siting, permitting, and community opposition. This paper lays out a cross-sectoral comparison of wind and hyperscale data center development, drawing on the wind industry’s three-decade experience to identify lessons for the current data center buildout. These projects face shared challenges around geographic siting constraints, environmental review, grid interconnection, and community opposition, although key structural differences between supply- and demand-side infrastructure carry distinct policy implications.

Based on this analysis, policy recommendations include enforceable data transparency standards, community benefit agreements, and research into community acceptance. These recommendations will ensure that the data center buildout can proceed efficiently and with the necessary public support.
