The Missing Half of the Queue: Why FERC Should Require Load-Side Interconnection Queue Disclosure

The U.S. generation interconnection queue is public record. The equivalent record for large load customers, including data centers seeking to connect at scales of hundreds of megawatts, is not. This brief argues that the Federal Energy Regulatory Commission should extend to the load side the same disclosure standard it established for generation interconnection over the past three decades.

Drawing on a companion empirical paper (SSRN 6446446), the brief quantifies the cost of the current data gap, traces the regulatory history of generation-side transparency from FERC Orders 888 through 2023, documents emerging state-level precedents in Texas and Georgia, and identifies the tariff amendment mechanism through which FERC could act without new legislation.
